I have the honour to inform you that I have had under consideration the question of the organisation of the Treasury on the retirement of Mr. E. A. Carvalho the present Cashier who reached the age of 60 in February of this year and who is likely to retire in the near future. In recent years it has been the policy for the Treasury to take over from other Government departments as much of their financial work as possible and recent defalcations especially in the Police Department have shown that this policy must be extended still further.
It is therefore essential that the Accountant and Cashier should be a European Officer. In the Estimates Carsss of Expenditure for the years 1921 and 1922 provision was
made for an Accountant with salary at the rate of £600 per annum and it was the intention of Government to promote to that post one of the Accounting Officers of the Public Works Department. It has been considered undesirable however to transfer this officer who has good experience of the working of the Stores Department of the Public Works Department and I desire therefore to recommend the appointment of Mr. Lancelot Alexander carton to be Accountant at the Treasury. It is proposed that his salary should be at the rate of 2400 per annum rising by annual increments of £10 to £480 per anmm with quarters on payment of 6% of salary or the usual
